Ya know, people think manually drafting is cheap. 
It's NOT surprisingly enough.  I found this out a few weeks ago.  You 
can spend hundreds of dollars before you even draw anything, and this DOESNT 
include a drafting table.  A good drafting table will cost $400+.  
There is a new one out called the Alvin Creative Center though.  It's 
about $175 and well worth it I think (comes with light, table, chair, base, 
containers, etc).  But, you still have to buy a large T-bar in order to get 
squared, they're like 30 bucks. 
  
My opinion is, if you just want to jot down scaled 
ideas then dont bother with serious drafting equipment and/or software.  
Just use programs like SmartDraw, Visio, even Powerpoint, or just stick with 
Paint and Word.  Dont forget all the freeware out there too for 2D and 
3D.  Biggest issue is learning the stuff.
