you dont reduce displacement by
adding water. displacement = the total volume of all non free flooding
spaces.
the introduction of large internal ballast
tanks creates a sinificant engineering problem and a possible piont of
flooding for the passenger spaces. most hard tanks are hard to inspect for
corrosion. not to try to rain on your parade, the kiss pricipal seems to be the
way to go here, if you ever want to get in the water.
