Yes they get expensive really quick, especially 1 ATM's  and a flyer will mean even more expense because you will need lots of power, and low weight.  If you want to go cheep then consider a towed submersible.   In fact an entry in of one of the previous Concept Boat Design contest was a towed submersible designed like a shark: http://www.conceptboat.com/images/entries2003/big/72.jpg  1 ATM in fiberglass is not a problem as long a you stay shallow and a towed sub would be best shallow.  If you want a flyer, I think  you defiantly want to stay with a 1 ATM, especially if your ears are as bad for diving as mine are.
 
I'd build anywhere that its convenient and that is most likely close to the materials you need.  Are you not living in Canada?  So why is Colombia not on the list? :) 
 
I do not understand what you mean by "pocket sub pneumatic".  Please explain.
