The colombina drug Submarines are sometimes very
sofisticated and were build under ex soviet
expertiese. The craft captured in Bogota (high in the
mountains) is somewhere in a military deposit and it
disapear very quickly from the public view.  There are
many semisubmersibles that were captured.  
I once heard that from Mexico the local mafia was
using remote operated submarines to deliver drugs to
the USA.
Smugling with submarines has along tradition in the
caribbean.
