    A scuttle valve is just as it implies. For scuttling the sub as a
    very last
    resort. Anything else that lets water in the sub would also be a
    very last
    resort valve and you better be prepared to exit because your
    probably not
    going to see the surface looking through the viewport again.

so maybe not a good idea to make something that floods the sub, but what if it were something that released air automatially from a reserve tank of air into you ballast tank. that way even if you were unconcious for some reason you would not get to burst depth.
