Since the cabin I'm planning is small, and water temp is never going to be 
outside the range of "unbearable", I'm going to take Carstens advice and not 
worry about any type of temperature control.

I had envisioned something very simple, like epoxying one or two Peltier 
coolers to the hull of the sub and putting a large heatsink on top of them.  
Add a switch or two and a small fan and you're done. (Anyone ever tried this 
approach?)
