I'd suggest inflatable life jackets with CO2 auto-inflate cartridges. 
 When not in use they can still be worn as a vest or simply folded 
and put away.  In use, you pull a cord, that triggers the actuator 
which punctures the CO2 cartridge thus inflating the jacket.  If no 
CO2 is available, most jackets have a manual inflater.  I have a SAR 
jacket from the USN and it's has both.  Though finding a CO2 cartridge 
has been impossible so far.  So I use it manually.  Which is just 
fine, provided you have an ample airsupply to work with.
