 Warren, you are sure right about "vapor-ware". 

My two bits for OSS:
Two man, choice of electric (with PWM) outside or hydraulic (with or
without PWM), flat acrylic, flooded lead acid battery, up to 4,000 kg., 4
knots is plenty, a couple scuba tanks for HPA, unscrew a bolt to drop
ballast. For layout design, I prefer Ian to Thijs.
I vote against dive planes (most psubs will want to hover), and fly by
wire (cost and complexity), built in trailer (anybody like theirs?)
I know my sub's 4 foot diameter, 10 foot length is larger that OSS
contemplates, but let's not underestimate the advantages: easy to work
on, only one pressure hull. Skip 3.1 and 3.3.
The spec sheet's 4x1 meters makes me want to trade some of that length
for more beam.
As someone here suggested: lie down in a pipe for a couple hours before
you buy your cylinder.
I know many people start, few dive. So keep it simple enough to get in
the water quickly, then add the rebreather, maybe fly by wire someday.
