Yes...now your starting to get it.  But the problem of pitch attitude can be cured by placeing some disks fore and aft inside the tube....then an air feed pipe with small holes will put the balast air in the tube..the pipe will be placed down the center of the tube..now...it can even be used as pitch control ..by adding air in one section of the tube,,,,front of tube or back of tube  and the disks will  miamize the pitch problem and reduce the air loss...In truth..most submarines should not roll that much becuse of the stability of battries and large degrees of pitch is also unusaul....DJB
