It is possible to build a new sub - and with just the hatch hole open. 

I would say normal building time with both endcaps open = 100% 

Building and outfitting time with one endcap open = about 105-110 %

Building time with both endcaps closed and 
only a small hatch hole open 		  	  = about 130-140 % 

And the ring outside need full welded rings. 

Right or wrong ? 

Short Euronaut update : Last weekend was a TV-team in and on the boat. 
We did a manned "dive" with the decompression chamber down to a pressure
equal to a dive deep of 40 m ( 130 feet)  - with a unmanned test one day
earlier down to 6 bar = 60 m ( 197 feet). Also we tested a 1/10 scale
water resistant test model on the river. We did some other things the
hole day - the movie will be send next week and is about 10 minutes
long. All internal pressure bottles are now in the boat - next step will
be more pressure bottles outside and highr presure test with the
chamber.
