In my collection of junk notes about submarines, I have a advertisement
selling a device just like what you describe. If I can find it, I'll
provide the
information.
It was a cylinder about eight feet long. There were mechanical
arms that stretched out from at least three sides. The person
inside looked out through windows all around a cupola on top.
My impression of it was that the thing was buoyant, but that
it was lowered to the bottom on a line. It parked on the bottom
and scratched around, then called the tender to be moved.
My impression of the thing was that it was made to collect
crabs or lobsters. And that it was built in a garage.
