I once saw a setup whereby the engine compartment
flooded, and the engine was made watertight. it did
not RUN underwater, but only when surfaced. It was on
a semi-submersible work boat. A large cat style hull.
Might also work for a sub. No way for vapour buildup
if its fullly flooded. Would be just like a surface
boat, on the surface, imagine that. Vent and go.
