"Woolsey" is a good trade name, if your looking for trade names. The website (siletzbay.com) is orientaed to aviation. Marine coatings are used in transport and Naval Aviation. Airplanes are made of aluminum, and use a chemical conversion on the bare metal before the primer. Unless it has an "alclad" surface" alclad is a thin film of pure (1100 alloy) aluminum. On steel "naval jelly" which is a trade name, i can't think of the active chemical in naval jelly. If you use naval jelly on the bare steel before priming. Read the instructions, it is available in spray cans. It has to sit up a day before applying a primer.
