The NOAA Dive Manual states 2 scfm (standard cubic feet per minute) for each man at rest and 4 scfm for each man not at rest.
 
Your 3 cfm guess is right in the middle of the range.  :o)

If you were not exhaling into an exhaust line, I'd venture to guess that the answer is somewhere around 3 cfm per person.
