How about resurrecting an old WW2 British invention the "Bailey"
or Bailey Bridge?  They were known to support the weight of tanks
and troop carriers. Instead of a bridge, 3 or 4 Baileys could form
a platform outfitted with winches, generators, and other rescue-support
equipment.  They can be towed-out to location or airdropped.
