Regarding using an all electric design or a surface tender:
Electric: you could easily put cheap solar panels on the top of you sub to provide extra power. Of course, it will get expensive to have multiple, but not as much as the batteries and hull space otherwise required. Place the panels, then put a sheet of plexiglass over top, so they still work, but can also be walked on.
Surface tender: I don't remember if it was touched upon, but your surface tender's drive system could easily work as a generator for your sub, too. Thus, you could go back and forth from depth to tender all day, limited only by the fuel of the tender. Solar panels on the tender are also an option.
