It is now.

"Cabin" has other meanings, and "hull" can be something
else, too.   Habitacle can mean that part of a submarine
that is intended primarily to contains the persons; other 
pressure-tight containers for equipment will remain, well, 
pressure-tight containers or secondary hulls.   A habitacle 
has to contain persons.

The English langauge is fun.
