If I call correctly, didn't somebody on this list mention that
having a very rough finish on the surface of the hull would help
reduce drag.  I believe they said it would cause lots of small
eddies that would reduce the surface tension(?) of the water
sticking to the hull - similar to the skin of sharks. 

Maybe painting the entire submarine in sand+paint would help
increase speed and/or battery endurance, while providing a nice
non-skid surface (no matter which way up your submarine is floating!).
