As usual, this has been done before.   It's still fascinating, and I wish
I could find a use for it because it combines lots of toys in one device.

In 1964 the British Sub-Aqua Club published an article about such
a device for a scuba diver.   In 1969, the U.S Navy proposed a sub
called Deep Voyager which was intended to soar from California
to Hawaii by gliding down to 20,000 feet and rising in a series of
dips.
