Doc,

I think building one sub is difficult enough. What you want is building
three in one. An ambient sub , a sub that can withstand external and one
that withstands internal pressure.  The idea however of a internaly
pressurised sub it interesting. You could make a strong balloon or blimb,
climb into it and put pressure on it. After a dive just fold it a put it in
the back your car. A completely new concept.
