The Rainbow warrior was scheduled to enter a French nuclear restricted area, and to interfere with nuclear testings. Greenpeace had been doing those criminal acts for years, and France meant to stop it for national security reasons.
a team a combat divers put 2 limpet bombs against the hull in the middle of the night.
one was to cause limited damages to scare the crew off the ship. the second one with a delay of 10 mn was to sink the ship. no intend to kill here.
unfortunately one of the crew , the photographer, returned on board to pick up his gear when the second bomb went off.
2 commanding officers on shore got caught and the whole operation was uncovered.
That s one operation. How many others, how many countries do the exact same thing no matter what the color of their flag, secretly and being undetected.
No country in the world would let such organizations mess up with their national defense.
Environment issues were just an excuse, their true objective was to interfere with a nuclear testing which would allow France to validate a testing process that does not need  real high grade detonations.
Whales and other ocean protection programs are more of a legimitate causes.

My understanding was that the Rainbow Warrior was trespassing
in French Territorial Waters to interfere with French nuclear testing
just prior to the French botched job on it.  Point being that the Rainbow
Warrior may well have performed criminal acts.

A good point was raised about early French work on submarines.
Didn't they fund Robert Fulton with his submarine?
Wasn't le Plongeur one of the first submarines to use an engine
powered by compressed air?
Also as mentioned the scuba and what about Costeaus diving
saucer?
