My understanding was that the Rainbow Warrior was trespassing 
in French Territorial Waters to interfere with French nuclear testing 
just prior to the French botched job on it.  Point being that the Rainbow
Warrior may well have performed criminal acts.

A good point was raised about early French work on submarines.
Didn't they fund Robert Fulton with his submarine?
Wasn't le Plongeur one of the first submarines to use an engine
powered by compressed air?
Also as mentioned the scuba and what about Costeaus diving
saucer?
