The cruise ships companies operates from outside the US, they only board pax in the US, that would require a sub to be a long range sub, like from bahamas to board pax in FL.
so if the sub is not built in the US, the only way to take passengers is under charter agreement.
however, charter or passenger service, US or foreign flags ships or subs must comply with USCG and ABS requirements and inspections
