Hi Graham,

Sounds simular to a previous design exercise I went throught.
Please clarify some points and I'll see if I can work it out.

Is the 30" diameter cylinder hull?

> 20" tall ballast cylinder cut lengthwise, 

20" diameter clinder? 
Cut lengthwise so you have to equal sized half cylinders? One for each
side.
