Hi Dan,
diving in the baltic sea means diving mostly in murky water... the most important think is that you place your lights as far as you can away from your line of sight... because it makes no sence to blind yourself with the reflections from all the small particles inside the murky water... (you will get the same advise for making underwater photos..)
If you want to build your own lamp.... I could advise you to make a (lets say 30%) pilot light with a smaler bulb or a corona of LEDīs and a 100% power beam for the important situations in the life.... (meeting with Nessi or finding the great calmar..)
