a pressure valve would only bring the cabin pressure down to the same as ambient pressure (assuming it is vented to the outside of the sub) and for every 33' of depth, ambient pressure increases by 1atm.

 I don't know what to do with the excess pressure. Perhaps a pump to equalize the pressure by pumping some air into a different tank outside the hull? This could be set to the same rate as the o2 bleed, and therefore keep the pressure at 1 atm....Carl, about the co2, you could just simply add in a scrubbing system to get rid of that.
