the 2 feet above the water line is not ABS rule but USCG rule. I have to
check i think it is 75mm
In the US a submarine to be approved for passenger service must have a
hatche 2 Ft above the water line, and an escape hatche for larger submarine.
if no compliance the sub can be only authorized for operations under charter
agreement. which is another story.
but who would design a sub with with an underwater hatch, if things  goes
not "as planed" the opening of the hatch converts your sub into a wet sub
starting an irreversible descent.
I have seen insurance fee for charter in deep submergence sub at $70,000 per
mission depending who is on board. john doe indeed is not insured the same
that james cameron .
Lloyds of london insures all submarines through affiliated underwritters
