Dear Psub list readers:
I have been following this debate and would like to offer the following
possible solution to some of your concerns. I am in no way an expert of
certifying Psubs but I do know a bit about experimental aircraft having
worked for the Experimental Aircraft Association for a number of years and
having been a member of the EAA for many more.
If one can design and build oneself an aircraft, of any size, shape or
nature, test fly it and then sell it to another person with limited
liability then I would suggest that the same can be done with a Psub. Recent
reform legislation passed by Congress limited the liability that the
original builder has from the new owner in the event of an accident. It
would be possible to determine whether this same legislation would cover
other forms of conveyance?
In addition, I would offer as a guide the rather incredible success that
George Kittredge had building and selling 40 count them 40! submarines. If
you read his book, which I did, you will learn the entire process and it is
not that different than the one you have to go through if you build your own
aircraft only a naval architect from one of the three big certification
firms inspects your work, rather than a designated FAA inspector.
