You would be best to explore model submarines on the web, then design
something similar yourself. As for the model subs, I believe you can buy
some self contained modules that give you propulsion, and maybe buoyancy
control.

How about using a piece of large diam. PVC pipe as a body? I'm sure you
could assemble your own ROV for $500-$1000 using commonly available parts.

Good luck, and keep us posted if you take on this project. It may not be
exactly a PSUB, but I think it jives with the group.
