Paul,
you raise important issues here and it is good to mention them.
if you build it in the US want to sale it to a guy outside the US, you need
an export licence, it is strickly enforced now after 911. minimum 4 months
of paper work if approved.
if you build it outside the US you can sell it anywhere without export
licence.
other than that you must provide a written disclaimer and proper warnings to
the buyer.
saying that he should know how to use your sub and its equipment, the
emergency procedures and be certified diver.
in case of incident or death, you are not liable if buyer is at fault. but
they will sue you anyways (in the US) so liability insurance is strongly
suggested.
if incident or death occured because of a failure of an equipment in your
sub you are liable and you will be sued or even prosecuted.
you are laible also if your sub (not the pilot) creates an accident to
somebody else.
exemple: you sell a sub which uses propane for ballasting (dont laugh i saw
it at PSUBS), 2 years later the owner blows himself up and the neighbor, you
are liable up the a....
Remember that a submarine is a life support vehicle, make sure there is no
possible life threatening or hazardous situations because of the technology
or equipment you intend to use.
