Only the seller knows what the reserve is. Its a way to prevent selling
something for 10 cents when only 1 or 2 bidders make offers, but its also a
tool to get you to go higher. If you do make a bid, and that bid is below
the reserve, eBay will give you a warning once you've posted your bid. It
will say something like "You are the highest bidder but the reserve has not
yet been met". So if you get that, and you're willing to go higher, you
should.
BTW I've found a good eBay tactic is to wait until 30 seconds before the
close of an auction before making your move. That gives your competition
less time to react and up their bids in response to yours. Of course it also
means sometimes you cut it too close and lose your chance. But hey, that's
what makes auctions exciting!
