that's not really an issue. it get's you high enough that you can open hatches, or wait for rescue. The idea is to keep the boat off the bottom, not to get you entirely out of danger. A parachute will get you on the ground, but it won't get you home! hell, it may even be safer to stay somewhat underwater, when it comes to thoughts of the bends.
if you want to be really unique, you could have the ballons deploy inside your balast tanks ;-) it wouldnt' take THAT big of a gasbag to counter the weight of the hull full of water, so you could potentially keep it within 1-2' of the top of the hull. given the boat you're building, you could do the same. All you need to do is put the gasbag underneath the deck plating, and have it deploy like pontoons from there, if you do it right, say with two zodiac style tubes, you could even keep your hatch above water. not by a lot, but enough that you could save the ship. then too, you have the divers lockout.
