Those are called -- by the British, anyway -- "jumping wires."
European harbors frequently had nets to stop subs, and the
jumping wires let them ride over the sub ... at least, in theory.

Attached to jumping wires are "preventer cables," which attach
to the deck the after half of the jumping wire.  This is to 
keep a broken jumping wire out of the screws.
