I am a diver and yes you need a C card to purchase dive tanks. I have got
some that I am interested in selling however they have to be shipped with no
air in them. The next best thing for you to do is buy a scuba tank air
compressor and fill them your self. If you need the assistance on where to
get those I can be of some help.
