According to the US Coast Guard "Rules of the Road" the vessel needs the
navigation lights of a vessel of equivalent size.  The complete "Rules of
the Road" can be found at the following link:

This is the bible for navigational rules when in US waters.

There use to be mention of using the "special flashing light" (yellow) for
submarines but in looking through the rules it looks like that one has been
removed.  Just as well; most US submarines never used that navigational
light.
