cells phone dont work under the water, even in a fiberglass hull.
For rescue, a launchable EPIRB seems to be a fair solution, dont forget to
attach a sub below tag ! otherwise rescuers might think the epirb is just
hooked on something else.
outside inflatable chambers for emergency surfacing good solution specially
with CO2 bottles
