In the US, you need permits or endorsements from the USCG, Natural
Ressources Department, environmental agencies in order to sink an underwater
structure. Some other areas are just prohibited like reproduction areas,
refuge for endanger species.
You definitely have to take contact with State and Federal agencies before
you submerge anything.
A submerged structure may be a navigation hazard so be declared.
Insurance: Submersibles must meet certain requirements to be insurable, when
they do premium for hull coverage are 6% of the value for shallow water
operation, liability insurance is about $5,000 per year for shallow waters
depending on the number of passengers .
Now to explore the Titanic we are talking about thousands of $$$ for just 1
dive!!!
THERE IS NO BOTTOM TIME for depths less than 30 Ft.
There is a "symbolic" decompression after long period of time, but
decompression sickness is just physiologically impossible.
And this is why a sub operation in less than 33 ft is insurable, because no
matter what, a claim for decompression sickness is not receivable.
I have myself spent 6 days in a underwater habitat by 30 Feet, the only
decompression stops were for dives from 120 Ft back to 30 Ft.
Back to the surface with a "symbolic" just in case 30 mn stop at 10 Ft with
pure oxygen to wash out the nitrogen.
