It's difficult to answer all your questions but your message got through. 
Depths down to 100 or 130 ft, I would think would require pressure 
compensation. The technique is very simple and uses a standard SCUBA 
regulator. Take another look at the archives and see if you can get the 
answers there.

I'm also an EE, if you can overlook that.
