With reference to Busby "Published by the Navy" book/directory . .
. compiled under contract to the USN but full commercial rights are
retained by the estate of Busby. That simply means that the Navy can
reprint it ant time they wish with no further compensation (than that
called for in the contract) to Busby's estate. Commercial rights of reprint
are an entirely different matter. Just because a book is out of print does
not put it in the 'public domain' nor allow you to print copies at will. I
would be careful on this one.
