I'm not so sure that the hesitation in asking for outside help was bungling at all.  I think that it may have been in part due to concerns over pirating.  Can you picture the would-be saviours coming to the aid of the crew with their rescue sub and their "umm.. ya that's our other much bigger rescue sub".  As soon as the last Russian crew member is off the sub, as far as I know, it is fair game to the first person who can show means of salvaging it.  They are entitled to ten percent of the cost of the sub upon it's return.  I imagine that is a pretty fair hunk of change.  This is a rather cynical notion, but on the other hand the Russians very well might have thought they could handle the situation themselves and eliminate the risk of having to pay a salvage fee.  This could also explain why the Russians are now suggesting that they have much more air than originally guessed.  If the crew is dead, the vessel is also free to be salvaged.

I just heard a spokesperson on the news mention the possibility of high-tech pirates taking advantage of the situation should the rescue efforts come to an end.  ""We have read enough Tom Clancy to realize it is a real possibility", or words to that effect.  Hmmm, interesting.  I wonder how much some of this hardware would fetch on the black-market?  I can see it now,
"pssst, hey buddy, interested in a couple small nuclear reactors?"
