There is a drawback to this method (streamlined shell) as I'm sure you know.  
The mass of water enclosed between the shell and the p-hull  effectively 
increases the mass of the sub, making it harder to accelerate, decelerate, or 
turn.  This may (at least partially) offset the benefit of streamlining.
