You really shouldn't bother trying to grind down aluminum stock to get 
aluminum (Al) powder since you would have a lot of contamination from 
whatever you used to grind it with, the powder might not be fine enough and 
it's not worth the work.
Now what I've heard is that you can get Al powder from silkscreening shops, 
but my info may be dated and useless, but it's worth a try (Note: Make sure 
it's ALUMINUM and not some cheap plastic imitation). As for the cost....I 
don't know.

I can't see a vortex propulsion system working that efficiently at low speeds 
unless you run it through a turbine/generator/electric motor setup similar to 
how a hybrid car does, although I have been known to be wrong from time to 
time.

BTW, running into a pier piling at 90 knots would make for one very 
interesting obituary.
