The type of facility I'am describing can be found at:

It is the program started by Eric Clapton.  I understand they do some
incredible work there.  Still, they do not include diving, or submersibles
in their program agenda.  I see diving and piloting a submersible as a
tremendous opportunity to develop self-esteem and a sense of independence in
young females to help them overcome crack addiction.  It provides them with
ammunition against  the negative elements that influenced them in their home
town environment.  In other words, they would have a sense of pride having
accomplished something no one else had done in their peer group.
In addition, they would be required as part of their treatment program to
perform assigned chores to help with the upkeep of the facility further
reducing operating costs.  As you know, idle hands are the Devil's
playground.
Finally, an island provides an especially secure place where drugs can be
controlled to the maximum extent.
