Good idea.

There's one of these up for bids on the eBay auction: #280334835; price is
up to $152; ends 3-19.

I've never actually seen this particular unit.  Says it's made to be lowered
from a boat to guide divers back in low visibility; could probably run the
transmitter head out through a watertight electrical coupler in the pressure
hull of a sub.  Don't know what it's depth capability is, but range is 4,000
feet (distance); says it guides you to within 6 feet of the target.  New
price is $250.  Maybe worth a look.
