The USCG rules for recreational boats are pretty explicit in 
requiring running lights.   Why don't I ever see them on 
submarines?

I note that the USCG also requires a flashing amber beacon on
the highest part of the submarine.   Has anyone mounted one?

Where would we obtain pressure-proof runing lights, anyway?
It's not going to be a popular item.
