I have been looking at this (I couldn't find any more recent guidance on the topic):

Section 2.d covers recreational submersibles. Mainly:
"Undocumented submersibles with propulsion equipment, must be numbered in accordance with the federal number system OR the numbering system of the state in which the submersible will be principally operated."

To me that says the state DMV should register recreational submersibles.
