[PSUBS-MAILIST] Vessel for hire

Looking over the "6 pack" requirements for a US Coast Guard license, they don't seem to fit our world of submersibles, yet appear to be the minimum for putting a paying passenger on board.  If some researcher or contractor wanted to ride around in the back of Harold, how could that happen legally? Anyone have experience in all this? Thanks.
