Do I understand correctly that SL do not class/ certify personal submarines
in the United States?

I agree. Does a wet ambient really need to carry a fire extinguisher? The
current wording is much too broad to apply against all underwater vessels
and I suppose this is the basic reason why MTS is trying to make some sense
out of it all.
