Port and starboard running lights have a prescribed arc of visibility from dead ahead to 22.5° abaft the beam on each side (112.5° each), with the stern light covering the remaining 135° centered about dead astern. To shine a running light through a 45° viewport would entail a maximum 67.5° angle through the window, which might be difficult.
