Scott,
You could use air cylinders with solenoid air valves but run oil instead of air.  Use a hp tank full of oil and use air pressure to push the oil out of the tank.  That eliminates the hyd pump and motor.  The oil would return to a transfer tank.   It does not take a lot of oil to move a function and you can likely do your task without transferring the oil back to the pressure tank. Hmmm did I confuse you
